What You'd Actually Do

The Budget Analyst is primarily responsible for the complex and constant changing process in the Health care environment. He /She works independently in the formulation, presentation and execution phases of the budget program and to present solutions or recommendations that are sound, complete and inconformity with established budget policy or procedures.

Key Duties

  • Duties consist of the following, but are not limited to: Exercise judgment in decision making, balance of the over-all budget to assure proper emphasis on the more critical of important areas and the adequacy of justification presented by operating officials, performs comprehensive reviews of facility-initiated reports.
  • The individual must perform audits of fund control point records on a scheduled basis to insure proper management of funds.
  • Develop a concise, clear picture of budget estimates and supporting narrative through the use of a comprehensive financial reporting system for leadership and management.
  • Analyze progress reports, financial statements and other accounting reports, correlating and verifying information from all available sources.
  • Develops management reports for presentation to the Budget committee, explains deviations, and if warranted recommends revisions.
  • Prepares all external reports or analysis that concern budget execution at the facility.
  • Acts as coordinator of sections in Fiscal Service on matters relating to the budget.
  • The incumbent also performs other duties as assigned and makes special studies and analyses as prescribed by his supervisor.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
  • Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

  • To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026.
  • Time-In-Grade Requirement GS-9 : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-09 position you must have served 52 weeks at the GS-07.
  • The grade may have been in any occupation, but must have been held in the Federal service.
  • An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
  • If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
  • In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • You may qualify based on your experience and/or education as described below: Grade Level GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
  • Examples of specialized experience would typically include, but are not limited to:Performing a series of related steps, methods and tasks dealing with estimates, obligations, expenditures, revenues, and reimbursement; Checking for accuracy and consistency in data; Extracting, entering, and adjusting data on required forms and schedules; summarizing information to recommend solutions; and comparing / matching costs of program elements to identify class and identifying codes.
  • OR, Education: Applicants may substitute education for the required experience.
  • To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B.
  • or J.D., if related.

  • OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level.
  • You must have an appropriate combination of specialized experience and education beyond 1 full year of the graduate level.

  • Education cannot be credited without documentation.
  • Grade Level GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
  • Examples of specialized experience would typically include, but are not limited to: Knowledge of financial systems like FMS, VISTA, and IPPS; Ability to analyze data and provide recommendations; knowledge of federal budget appropriations law; generate reports and budget updates; estimate funding needs and requirements.
  • OR, Ph.D.
  • or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
  • OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level.
  • You must have an appropriate combination of specialized experience and education beyond Master's degree.

  • Education cannot be credited without documentation.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
  • Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
  • You will receive credit for all qualifying experience, including volunteer experience.
  • Note: A full year of work is considered to be 35-40 hours of work per week.
  • Part-time experience will be credited on the basis of time actually spent in appropriate activities.
  • Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
  • Physical Requirements: Work is sedentary.
  • It is usually accomplished while the employee is comfortably seated at a desk or table.
