What You'd Actually Do

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Supports the lead or primary budget analyst responsible for the Directorate of Public Works budget planning.

Key Duties

  • Assists with preparing monthly spend plans by Management Decision Package (MDEP) and commitment item.
  • Provides input on various funding presentations for Directorate of Public Works leadership decision-making.
  • Recommends the lead or primary program analyst of spending targets and monitors purchase requests against those targets.
  • Conducts monthly reconciliations of obligations to Program Budget Guidance (PBG), spend plans, and Management Decision Package (MDEP) dashboards from the local Resource Management Office (RMO).
  • Analyzes and identifies the significance of execution and cost deviations from budget and recommends corrective actions to the lead or primary program analyst.
  • Reviews miscellaneous pay transactions for accuracy and completeness and advises the lead or primary program analyst of determinations.
  • Assist the lead or primary program analyst with advice and guidance to the organization in the interpretation and application of procedural guides and policy directives concerning work classification, facility ownership, and funding sources.
  • Supports the lead or primary program analyst with reporting quarterly resources planned and consumed (to include manpower), identifying anomalies, and advising corrective action.
  • Aids in preparing briefings and information papers for leadership decision-making, conferences, and training sessions.

  • Specialized Experience for GS-09: One year of specialized experience which includes 1) applying commonly used budget/finance practices, procedures, policies; 2) compile cost figures, monitor expenditures of funds in a budget; 3) complete budgetary documents and reports required for the budget process.
  • This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
  • OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
  • or J.D.
  • in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Statistics, or Economics.
  • OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
  • To compute the percentage of the requirements, divide your total months of experience by 12.
  • Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
  • Add the two percentages.
  • Specialized Experience for GS-11: One year of specialized experience which includes 1) understanding of governing budgetary policies; 2) scrutinize reports for discrepancies in spending; 3) ensure correlation of resource requirements to assigned projects.
  • This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
  • OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
  • in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Statistics, or Economics.
  • OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
  • To compute the percentage of the requirements, divide your total months of experience by 12.
  • Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
  • Add the two percentages.
  • Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
  • Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
